Who can get Citizens
A main home can get Citizens only if every private offer costs over 20% more than Citizens for similar coverage. The same 20% test applies at renewal.3 Since June 26, 2026, a private offer only counts if it pays to replace the roof. It must also cover at least $10,000 of water damage that is not from weather.4

Closing on a home?
Copy link to Closing on a home?- Start the policy before a storm hits. Many companies stop new policies when a hurricane watch or warning is up for the county. Citizens does too.
- Find the roof age early. Roof age decides which companies will insure the home. Citizens now looks up roof age in a database on its own.
- Citizens is the last stop. A main home can get it only if each private offer costs over 20% more for similar coverage.
